SUPERINTENDENT MARINE SHIP-TO-SHIP

Based in Port Moresby and reporting to the Manager Logistics, you will be responsible for overseeing and managing ship-to-ship Transfer operations between marine tankers and general cargo vessels in the harbour.

Your role will involve:

  • Ensuring that all procedures are carried out safely, efficiently, and in compliance with international regulations and company policies;
  • Working closely with vessel captains, crews, fuel suppliers, port authorities, and clients to coordinate and supervise all aspects of STS operations;
  • Overseeing the management and movement of Jet A1 and diesel fuel ensuring compliance with safety standards and regulatory requirements from wharf to airport;
  • Coordinating fuel delivery and storage and maintaining optimal inventory levels as well as managing the quality control process for fuel handling to ensure the integrity and safety of the fuel product;
  • Making sure all refusals and waste materials are appropriately binned and disposed off accordingly;
  • Preparing and maintaining detailed records of all STS operations, accurate records of fuel quantities transferred, operational activities, and any incidents or deviations from standard procedures;
  • Conducting pre-transfer safety briefings and inspections to verify compliance with safety protocols and regulatory requirements;
  • Monitoring weather conditions, sea state, and other environmental factors to assess the feasibility and safety of fuel transfer operations;
  • Liaising between statutory bodies and silo vessels engaged in ship-to-ship operations do so efficiently and safely including transfer vessels;
  • Organizing and scheduling ship-to-ship fuel transfer operations in accordance with company procedures, industry standards, and relevant regulations;
  • Maintaining up to date knowledge of relevant regulations and standards such as MARPOL and SOLAS;
  • Complying with work specific Policies & Procedures and ensuring they are relevant based on current business needs through annual reviews of work policies and procedures;
  • Participating in incident investigations and contributing to the development of corrective actions and process improvements in transfer operation;
  • Carrying out regular audits on operations and ensure that transfer hoses are connected securely, transfer check lists are done, and oil booms are in position for safe transfer operations;
  • Upholding clear and effective communication throughout the ship-to-ship operation; and
  • Arranging tugs, linesmen, and other shore-based utilities to prepare for transfer including placing of oil booms around vessels.

To be considered, you must possess the following: 

  • A Bachelor’s degree in Maritime Studies, Marine Engineering, or a related field;
  • Valid Maritime Engineer Class 1 and Master Class 1 with STCW or tanker endorsement licences;
  • At least 5 years of experience in maritime operations, with a minimum of 3 years specifically in Ship-to-Ship (STS) transfer operations;
  • Sound knowledge of international maritime regulations and industry standards coupled with  international maritime regulations, including MARPOL Annex I such as Prevention of Pollution by Oil and relevant guidelines from organizations coupled with the International Maritime Organization (IMO) and the Oil Companies International Marine Forum (OCIMF);
  • Excellent organizational, analytical and logical thinking abilities and data management skills;
  • Effective communication and interpersonal abilities, with the capacity to work collaboratively in a team environment;
  • Highly organized with the ability to manage multiple tasks effectively in a fast paced environment; and
  • Commitment to upholding company values and contributing to a positive work culture.
