Reporting to Superintendent – Community Projects, the incumbent will be responsible in managing the Tax Credit Scheme projects and associated applications for funding. They will also ensure effective management of the Tax Credit Scheme maintaining compliance and regulatory obligations are met. 

The ideal candidate must have:

  • Bachelor’s degree in Civil or Structural Engineering or a related field (preferred)
  • Prior experience in Tax Credit Scheme funding applications will be highly regarded
  • Minimum of 5 years experience in the building or managing construction projects preferably in a mining setting
  • Several years experience in project management of building, civil and road construction projects
  • Experience in Contract Administration and Management
  • Experience in design, cost estimating, scheduling, reporting and budgeting
  • Demonstrated customer-oriented approach by managing, monitoring and reporting service delivery 
  • Current PNG Driving License Class 3
  • Strong knowledge of construction methodologies, techniques, and best practices
  • Exceptional communication skills, both verbal and written, with the ability to effectively communicate with diverse stakeholders
  • Proficient in project management software and tools, with the ability to use technology to enhance project planning and execution
  • Thorough understanding of construction industry regulations, codes, and safety guidelines
  • Strong problem-solving and decision-making skills, with the ability to anticipate and address project-related challenges

Key Responsibilities:

  • Manage approved building and construction projects under the Tax Credit Scheme (TCS)
  • Management of all TCS statutory obligations and compliance
  • Drafting and Submission of TCS project applications
  • Monthly TCS reporting to the relevant stakeholders
  • Able to liaise with relevant government departments and community leaders to evaluate TCS applications in the scope of work as well as seeking approval for projects
  • Applying systems to deliver projects to agreed cost, quality, quantity and schedule
  • Monitoring building projects, systems and business processes as well as identify and prioritize improvement opportunities to formulate alternatives and improvements to systems and methods
  • Ability to coordinate and manage projects to achieve completion to agreed quality, budget and schedule
  • Ensure that building and road works project proposals comply with PJV policy for sustainability, government requirements and TCS guidelines
  • Ability to manage projects spread over a large and remote area
  • Ensure development and maintenance of up to date job procedures for all tasks performed within the team
  • Ensure appropriate facilities, procedures and workforce competence to achieve legal compliance, incident prevention and the achievement of tasks in an environmentally sustainable manner
  • Being responsible for the safe and efficient operation of the team
  • Maintain a high level of health and safety awareness and comply with PJV Occupational Health & Safety Policy and all health rules and procedures
