New Porgera Limited (NPL) is a company incorporated in Papua New Guinea, and operates the Porgera Gold Mine in Enga Province on behalf of the Porgera Joint Venture partners. The Porgera Gold Mine employs over 2,500 Papua New Guineans, and over the life of the mine it has contributed approximately 10% of Papua New Guinea’s total annual exports. Role Summary:

Reporting to the Country Manager, the Manager – Special Projects and Government Relations with provide support with special projects relating to NPL’s mining operations. You will also support the Country Manager in maintaining relationships with key stakeholders, and building relationships that are adept at handling complex political situations and fostering ethical and responsible decision-making so that NPL maintains a robust license to operate. The incumbent will be required to travel to the Porgera Mine Site and other locations as required.

Key Responsibilities:

  • Support the Country Manager with special projects:
  • Monitoring amendments in legislations relating to mining, including the National Gold Corporation Bill and Mining Act 1992, formulating and implementing said strategies
  • Provide legal support with work associated with establishing trust funds and development action plans
  • Assist in maintaining relationship and lead discussions in work relating to project sites, associated stakeholders and the provincial government
  • Leading the work to obtain long term permits for projects, pursuant to the Government regulations
  • Support the Country Manager build and maintain relationships with stakeholders so that New Porgera maintains a robust license to operate:
  • Support in establishing and maintaining long-term relationships with government officials, agencies and local communities
  • Provide advice and support in proactive strategic analysis and recommendations on political, economic and social activities in Papua New Guinea and in the region that may have an impact on the Company
  • Provide advice and support on regulatory matters, negotiations, compensation agreements and community development agreements
  • Support the Country Manager in Public Relations and External Communications and act as the alternative point of communication for the media:
  • Provide support in managing relations with the Government, especially with key Ministries
  • Provide support in identifying issues and prompting discussions with the Government to advance corporate interests
  • Provide support in promoting effective communication and relations with local government agencies, indigenous groups, local communities, and peer companies, as required
  • Be the alternative Company representative at the government level and in dealing with matters involving professional associations, NGOs and community interest groups
  • Support the Country Manager with NGO Engagement and Management:
  • Provide support in monitoring engagement with NGO’s in line with the regional strategic plan and the Barrick CSR Charter
  • Provide support in identifying and developing strategic alliances with NGO’s and Donor Agencies to support site level sustainability initiatives and partnerships
  • Support Barrick corporate in countering anti-mining NGO’s that target high profile PNG sites
  • Support the Country Manager with Industry Coalition Management: 
  • Identify key industry coalition groups that can fairly represent Barrick’s interest
  • Take lead role and or have active involvement in these groups within PNG to protect and promote the interest of Barrick and the industry, especially with Governments in terms of legislative and policy changes
  • Develop an issues tracking and management system to assist this process and take lead role in progressing and or resolving these issues
  • Report to RBU and global on hot issues that could have material impact on business and ensure that there are mitigating plans

Qualifications & Experience Required:

  • University degree in Engineering, Legal or a related technical field, preferably a post graduate degree
  • Master of Business Administration would be an asset
  • A minimum of 10 years of experience with 5 years in a management role
  • Mining or exploration experience will be highly regarded
  • Good knowledge of Papua New Guinea culture and business environment
  • Experience in community and government relations
  • Business and management experience are required
  • Knowledgeable on agreement structures and terms
  • Good negotiation and deal making skills
  • Strong leadership, teambuilding and networking skills
  • Creative and innovative financial acumen
  • Ability to communicate complex problems clearly – both written and orally
  • Multi-cultural awareness with strong business ethics and values
  • Demonstrated organizational agility and effective communication with key stakeholders
